Local Government Responsibilities
 

Hanley Castle Parish Council reports to two tiers of local government; Worcestershire County Council, which, as the name suggests, covers the whole of Worcestershire, and Malvern District Council, which covers a district within the county.​  Each tier of government is responsible for different things, as summarised below.

  • Allotments

  • Bus shelters

  • Community buildings

  • Consultation on neighbourhood planning

  • Grants to help local organisations

  • Open spaces

  • Play areas and play equipment

  • Street lighting

It also has the power to issue fixed penalty fines for littering, graffiti, fly posting and dog offences.

  • Building control; managed by North and South Worcestershire Building Control (a collective of District Councils within each region).

  • Car parks.

  • Council Tax collections

  • Deceased animals which do not block a road; District Councils are responsible for the general disposal of deceased animals.

  • Housing

  • Land drainage.

  • Litter or dog fouling.

  • Parking or obstructive parking: either the District Council if a TRO (Traffic Regulation Order) is in place, or the police if there is no TRO in place.

  • Pest control: Worcestershire Regulatory Services or a private pest control company.

  • Planning Decisions.

  • Road sweeping and street cleaning.

  • ​​Street nameplates.​

  • Recycling

  • Rubbish collections

 

  • Education

  • Fire and public safety

  • Libraries

  • Planning

  • Social care

  • Trading standards

  • Transport

  • Waste management
